While researching The Green bank telescope  (GBT) I found lots of references about  S.T.E.M access.



STEM (Science, technology, engineering, math) is a world wide program.
In 2012 Obama broadened the MSP to award block grants to states to Improve teacher education in STEMS wide range of subjects which include astronomy and astrophysics.

Seems to be highly supported by the Department of Homeland Security.
They even allow imitation policy changes for students who graduate with a designated STEM degree.

NASA seem to be invested  so they can "replenish the pool of scientists, engineers and mathematicians who will lead space exploration In the 21st century"

They even have a "NASA means business" competition which furthers a President Bush proposed initiative called "American competitiveness Initiative" which put massive budget increases of $5.9B into STEM subjects in 2007 alone.
Over 10 years  $50B in research funding and $86B for Research and development tax incentives.
It directly mentioned that NASA was not involved with the initiative but It was replaced with the America competes act (in 2007 as well) and NASA are one of 7 federal agencies that are mandated by the act to cooperate in areas of "critical national need".
funding increases could potentially double to agencies for targeting programs to STEM.
In 2010 the Senate voted 262-150 and passed variation H.R. 5116.

it's long but has a section specific to NASA.

stand outs 
-stress to Congress that NASAs initiative program is critical to advance technology.
-NASA to develop "specific" education programs.
-ISS needed. Maximize interagency efforts to enhance STEM.

The House voted 228-130  and made this act a law.
This law has so much money involved.
It also centers around very specific federal recruiting programs.
Even specific in school programs like a non profit organization called  "project lead the ways" STEM curricula.
Lockheed Martin have a PLTW STEM program.
please look into their ties with 
-looking after GPS satellites.
-Launched satcom1 in 1975 which was the first geostationary sat.
This was responsible for the first TV network sat broadcasts 
-Landsat earth images.
-Gravity probe relatively missions must read.
Talks about verifying "previously untested predictions of Einsteins theory and "by far the most accurate test of any of his theory" and 
Being "one of few fundamental physic experiments from NASA"
-designed the Astronauts MMU 
-designed star dust
-monitor 60% of the world's air traffic 
-built and delivered geostationary satellites for companies all over the world.
Will be responsible for the A2100 series sats the "work horse of global communication" like weather, government comms, new GPS sats etc.
-Aerostat blimps (which personally I think are the real satellites which is why they manage them all)
Used for missile defense system  (PTDS) and communications with troops in areas where comms are limited like Afghanistan  (guess they can't use sat phones to communicate with, I don't know, ALL THE SATELLITES THEY HAVE ALL ORBITING THE EARTH.
Originally teatherd to the ground  (it crashed once) but being developed into a HALE-D so it will hover untethered at 70k ft and "will be used in conjunction with low flying aircraft" for comms and monitoring.

They truly own the sky.

Florida have a university dedicated to STEM subjects.
(Florida Polytechnic University)
It's in specific collaboration with many big name communication companies, nanotechnology companies and lots of other well known companies.
They even have direct submissions for company sponsored research projects.

There are several other mentioned university's,  high school specific programs and even specific teacher training programs. 

The Department of defense runs a program called eCybermission for STEM students only that RDECOM oversee.

STARBASE  (Science and technology academics reinforcing basic aviation and space exploration) is an extracurricular program for K-12 school children year 4-8.
It's a pre recruiting program ran by the Navy, MC, AF, ANG.

It is clear to me that STEM is a recruiting program and education system designed to groom and select particularly trained people into sensitive programs like NASA and space communication.
And only STEM trained people have access to the GBT and are first in line for employment with key agency's. 

The Green bank telescope (GBT)
has access to 85% of the celestial sphere, it serves as the wide-field imaging complement to the Atacama Large Millimeter Array (ALMA) and the EVLA. 
Used for 6500 hours every year, with 2000-3000 hours per year available to high frequency science.


The ALMA has 66 antennas spread out over 16km and acts with an infererometer and is said to have a powerful variable zoom.
This gives it vision up to "10 times the Hubble telescope".
They ever show comparisons of images from hubble and this and they are identical.

Is the most powerful telescope for observing the "cool universe"
and will detect distant galaxies forming at the edge of the universe.
It is the largest ground based astronomical project in existence and a partnered program from many world wide institutions.

It also talks about being able to detect habitable planets so Kepler replacement as well?

Limited submissions are allowed.
And selected based on relevance to ALMA goals.
So only STEM projects.


It also sits in a radio quite zone. (NRQZ)
Radio signals are restricted by law to prevent any signals.
No emf from things like microwaves, wifi within 20 miles of it.
To protect it from harmful interference.
Coordinated by the NRAO and NSA.

The site covered by NRQZ also have the us navy information operation command antennas.
(NIOC) Which is involved in electronic information gathering by the NSA.
The program is called ECHELON and gathers data for 5 signatory nations (Australia, Canada, UK,  USA)  referred to as 5 eyes.
Plans are to expand to 14 eyes.
Been implemented since the mid 70s.

It's basically a big drag net monitoring all global communication. "Spying on us".
Edward Snowden leaked information about this.

Lockheed Martin had ties with its development.
So they basically have a huge ground based radio system for surveillance.
GPS alternative etc?
